Keynote address at the E-learning in the Arab world: Challenges and Perspectives of Development Conference on July 9, 2012 organized by the Egyptian E-Learning University.

Abstract
Planning and implementing e-learning require an understanding of how learning takes place in open and distributed environment with new emerging technologies. New technologies come and go, but the contributions they make to support meaningful learning remain the key. In this presentation, I will present “A Framework for E-Learning” which examines various critical issues of e-learning and e-technologies. Issues covered in the presentation include: institutional, management, technological, pedagogical, ethical, interface design, resource support, and evaluation.
